It was in mid-1966 that VW changed this part. The easiest way to know if you need this spring or the earlier one is to look at the accelerator pedal. The original 58-66 assemblies have a hinge welded to the floor pan that the accelerator pedal mounts to, while the late 66-79 assemblies have a cast bracket that is part of the pedal assembly for the accelerator pedal.
